The outcome of the competition for the Palace of the Soviets has filled all radical architects in the West with indignation and disbelief. We have no intention of using this occasion to mollify their outrage; on the contrary, it is incombent upon us to inform the reader in the same breath that the decision was neither accidental nor an isolated occurrence.
